i know you want to have it on both screen, but u can still have lotro full screen, and then use mouse on the second screen without minimize….

u need to go into C:\Users\you name\Documents\The Lord of the Rings Online and then UserPreferences and into the line ConfineFullScreenMouseCursor=True

make it to ConfineFullScreenMouseCursor=False and u can now use mouse on 2 screens, with out minize.
